Some people like to do this to thier fonts on thier layouts, pretty neat thing, adding a pattern as the border.
Open a new image, any size and any color, this is just practice. Now type some text on your blank image.
Go to your Tools Palette, right click on the Text Layer like the image below and go to Blending Options:
On the pop up, click on Stroke and on the right hand side you will see a drop down menu named Fill Type and select Pattern, like the image below:
Then you can decide which pattern you'd like to use for the border, this is what I used, your patterns maybe different:
