It took me awhile but I finally was able to figure out how to do this with Adobe, so here is the tutorial on how to make a Corkboard.
Make the Corkboard Background
Open up a 300x200 image, use the Paint Bucket Tool and fill it with this color #E5B98A for Foreground and this color for Background #B78754.
Go to Filter >> Noise >> Add Noise and use these settings:
Now you are seeing the beginnings of the Corkboard background.
Now go up to Edit >> Define as pattern, and name it corkboard, minimize or close that, you can also save it for later use.
Making the Corkboard Frame
Open a new image 300x200, use the Paint Bucket Tool and fill the background with #E5B98A that color.
Now CTRL+A to select the whole image, then go to Edit >> Stroke on the pop up click where you see the color and choose #000000 so we can put a 1pixel border around the image. Click okay and then CTRL+D to deselect the image.
Now go to your Navigtor, if you don't see it open, go to Windows >> Navigator and it should open up on the right hand side, depending on how you have your Adobe set up.
Zoom in to the highest possible, use the slider and go all the way to your right, it should reach 1600.
Go to your Tools Palette and click on the Rectangular Marquee Tool and select the inner part of the image and leave a 1pixel space from the border like this:
